Brush lag

Issue description (short):
Drawing anything with a pencil has a massive lag (up to several seconds).

System info:
- AMD RX590 (8GB; latest driver is installed)
- 16GB RAM
- i5 3350P (4*3.1GHz)
- WACOM Intuos5 M PTK650 (latest driver is installed)

Photoshop info:
- Issue reproduced with Photoshop 21.1.0, Photoshop 20.0.8 and Photoshop 19.1.6

- *.psb file with a size of ~170MB and cannot be merged/flattened down any further
- Target layer has effects, but issue occurs on a new, empty layer as well.
- Dimensions: 4096*4096

Brush setting:
- Pencil with a size of 1px (no smoothing possible, because it's a pencil; issue will occur with all brush settings and sizes)

Performance preferences:
- "Use Graphics Processor" is deactivated (tested: even if activated this makes no difference)
- Photoshop as full access to my RAM (100%)
- "History States" have been reduced to 12
- "Cache Levels" are at 4 (tested: using other values doesn't make any difference)
- "Cache Tile Size" is at 1024K
- "Legacy Compositing" is deactivated (tested: even if activated this makes no difference)

Scratch Disks preferences:
- Photoshop has rights to use ~206GB (temporary file has a size of ~3,8GB)

- Windows Ink and other Windows features for pen usage have been deactivated (regedit)

When file is opened it is displayed at a zoom level of 25% and up to a zoom level of 50% everything is fine. For closer zoom levels (e.g. at 100%) the issue occurs and with more zoom it seems to get increasingly worse. In the task manager and resource monitor there is nothing even close to 100% (e.g. 30% CPU; 60% RAM; 0,1MB/s on drive) at the moment the issue occurs.
