Lightroom CC: brush inconsistent

When I use the brush in Lightroom CC desktop it applies the edits more thickly in the areas where I go over the image repeatedly. (I know that I'm not using the terminology correctly, I don't know what these characteristics are correctly called.)  In the attached photo you can see where I was experimenting with the brush.  In the lowest section the most intense, densest blue was where I moved the cursor over the image repeatedly while the lighter blue is where I only passed over the image once.  Is this how the tool is supposed to work?  I would have expected the edits to affect everything covered by that brush to change in a consistent manner.  This way I will get enhanced edits along edges that I go back over to clean up.

The buildup you are seeing is because the brush flow is set below 100% so each successive stroke is adding to previous flow.
Try experimenting with flow and density you will soon get the hang of it.
From your example images, I think you have auto mask turned on.
