Photoshop: Brush, Clone, Eraser tools not working properly - painted area smaller than cursor size

When I use my paintbrush, clone or eraser tools, it's giving me the circle outline, but not filling it in. I can't clone or erase properly, either. As you can see in the pic, there is the outline of the brush size I chose, but when I click to paint, clone or erase, it only paints a small area inside the circle. I can't get any preciseness out of any of these tools. I have reset, uninstalled and reinstalled everything from scratch. Is there some new setting I am blindly and obliviously unaware of? This only started happening in CC 2017 download. This is on my work computer, so obviously I need guidance desperately so I can get my work done... Help! Thanks to anyone who an clear this up!

Are you using a Wacom tablet? Is shape dynamics turned on?

No, I am on a brand new iMac. Same one I had before the update. All I did was allow the Photoshop app update from the Creative Cloud desktop dashboard and everything went wonky.

Sounds like it might be that your cursor size in the System Preferences>Accessibility>Display is set to something other than Normal

You want the cursor size set to Normal

Sara, that was the very first thing I checked. It was set to normal. So I went through each setting to see what would happen and it happened in all of them. Reset back to normal, no dice. That's when I uninstalled, deleted and cleared everything Photoshop related and re-installed. Still happening. I feel kinda dumb at this point because I am thinking it's some silly setting I keep missing somewhere in Ps or OS Sierra.

What are your Cursor Prefs set to in Photoshop? Are there any shape dynamics enabled on the Brushes being used. Can you include a Screen shot of the Brush Panel?

Me too, it appears to be Wacom Tablet, turning it off, problem goes away.

@Mike - Sorry, missed your message til just now. @Marshallq - I don't have a tablet. I am working right on my iMac.

I had IT reset my iMac to factory settings and reinstalled all Adobe products, and everything works fine now. We still have no idea what it was to pinpoint the problem, but thank you to everyone who had suggestions. We did try everything.
