Brush changes its attributes depending on brush I selected before in PS CC 2019

I have huge problem I've been experiencing since CC 2018 and now with CC 2019. I have a bunch of brushes with dual brush option ticked on and configured. When I select a brush I want to use, its stroke will depend on brush(es) I selected previously. It looks like PS doesn't refresh brush properties when I select them so some parameters carry over from previous brushes. In particular, it does look like it's got something to do with dual brush properties

I have an image showing the problem. Number 1 are brushes used right after I started PS in fresh, number 2s are the same brushes but used after I selected a few other brushes with no particular order. Curious enough, it seems I can reset these brushes to their original state by selecting two brushes I imported from my CS6 remnant profile. These brushes are not tool locked but it doesn't make a difference, I've tried it. It drives me crazy really, every time I want to use these brushes (not only these, but perhaps any brush with dual brush option). Just to mention, I use old drivers for my wacom tablet because the newer ones do not properly recognize my tablet for some reason. I doubt it's drivers' fault though, it was fine with CS6 on the same system with the same driver version. Maybe I'm missing something? I don't like new brush management system, and it seems it might be the issue.

Could you post screenshots including the pertinent Panels (Brushes, Brush settings, Options Bar, ...)?

Thank you but those do not show the Dual Brush field. 
Also one from the working state and one from then later unintended state might show relevant changes.

Alright, here we go: both strokes are 100 px but dual brush size somehow changes spontaneously, as I said it carries over from previous brushes and does not properly apply when selecting a brush. It still doesn't answer WHY it changes.

It doesn’t but it’s interesting to see that the change is at least being displayed correctly. 

Can you reproduce the issue at will? 
Is the new size of the Dual Brush directly connected to the other Brushes you selected?

I've tried reproducing since I definitely was sure I could reproduce, and I think I've found the problem and I feel stupid right now. It's not actual dual brush size problem. It applies correctly. What doesn't work right (maybe it's by design but seems wrong) is actual brush size. Since I don't use size locks, when I switch brushes the size stays the same, but dual brush size loads from brush I select and does not adjust itself on application, so then brush size-dualbrush size ratio are gone. It's really irritating because if you change brush size manually, dual brush size adjusts accordingly to the ratio, but the ratio adjustment doesn't work when selecting a new brush.

Maybe I expected something Photoshop doesn't really offer, but is it normal behavior? Maybe there's some kind of option to keep dualbrush ratio going with free brush size?

i have a similar issue with dual brushes in cc2019 (while ive noticed the size of the 2nd brush stays the same so i manually adjust it) my problem lies that the stamp itself doesnt change or is picked from a different brush. I loaded my vfx brushes and none of them work since the stamp of the dual brush is incorrect, while in cc2020 these brushes work normally.

before you say 'well switch to cc2020' i cant because 2020 has other issues that are far worse than this one.
