Elements: Bring back the Lighting Effects filter

Hi You Guys:
Quick suggestion/Request: In a future edition of PSE, could you bring back "Light Effects" under "Filters" - "Render"? I use that great filters section constantly!
Also, I wonder if it's time that maybe the tool bars could be made customizable.

Loaded down PSE_12 on 10/4/2013 as an upgrade to PSE_10,
System is a PC running windows 8

Trying to use the lighting_effects which is normally under Filters->Render

pse_12 doc says it should be there as it was it pse_10

I "upgraded" from PSE 10 to PSE 13, and I am dumbstruck: What is going through the minds of Adobe engineers when they create new PSE editions? It makes me upset when I spend a good chunk of money only to discover that Adobe has actually stripped down the program. What I'm referring to is the fact that they inexplicably removed Lighting Effects from Filters. I don't understand this. What software engineer sits at his desk at work and asks himself, "Let's see, how can I DEGRADE our product, take away its capabilities -- and then sell it to the buying public as a new-and-better product?" This was, of course, a problem in PSE 12; Adobe has had a full year to listen to complaints and customer concerns -- and they've don't nothing about it. It all takes on the appearance of Adobe merely wanting to disengage me and others from our own scarce money. If we were talking about a three-dollar app from Apple's App Store, I could just pass it off; but this is a $79.99 quasi-fraud. I am livid.

I really need the lighting effects but now I "upgraded", so i will be returning to an earlier version.
Abobe keeps stripping out features when they "upgrade" Photoshop Elements.
Why? they Want to sell us to gradually buy something more expensive of course!
Put a frog in boiling water and it will jump out. Put the frog in cold water and gradually bring it to a boil and it stays there.

I think it is time for a group of developers to offer superior freeware, as OpenOffice or LibreOffice offers an alternative to MS Office.

Having made the transition to a MAC and then having to buy another version of PSE that is MAC compatible, it is terribly galling to find that you are getting less for your money. Come on Adobe stop trying to force us all on to the subscription CC and develop PSE not destroy it

I agree and I have tried the idea of transferring the appropriate folder and file from PSE 9 and it didn't work. I wonder if some sore of registration is required.

I upgraded from PSE 9 to PSE 14. I'm missing the lighting effect. I am really disappointed !
And, by the way, I am also missing the option "color variations" under the possibilities for editing color effects.

is there a way to add the "filter/render/lighting effects" feature back in elements 14? I sure miss it, since I used it very often in the previous versions (except for 13 of course).
