Bridge: Not logging on when launched - CC Libraries not available

When launching Bridge the first time the Library Panel fails to connect most of the time showing a message that essentially states I need to be connected to my Adobe CC account to access my Library. However, Bridge says I'm logged on in the Help menu. I can correct this in one of two ways:

1) Log off my CC account within Bridge and log in again, or
2) Dismiss Bridge and relaunch it again.

Either approach seems to restore the connection most of the time. I see the same behavior whether I am already logged into my CC account through the desktop CC app before launching Bridge for the first time. I know there have been issues with initialization of the Library Panel reported before but this behavior seems a bit different from the reports I've been able to locate so far. Photoshop 20.0.4 works fine; It logs on at launch and the Library panel initializes under all conditions described earlier. Lr Classic CC version 8.2.1 also logs on at launch.

Has anyone seem similar behavior?
