Photoshop: Bottom layer moves to top when copying a layer

In Photoshop 2015.1 on Windows 7, when I copy and move a random layer to a new position, the bottom layer jump to the top of the list. It doesn't matter wether the bottom layer is inside a folder or not.

This also happen if I select the layer and drag it to the Add new layer bottom.

If I lock the folder/layer, this will not happen.

Hi Kasper,

Is this in an Artboard or regular document?  Are you dragging with the mouse or a stylus?

It seems only to be Artboard related. A normal document is no problem. This also happens on Windows 10.

I'm dragging with a mouse.
