You've got a permissions mismatch between the Adobe folder and the PhotoshopdotcomInspirationBrowser install for Mac OS X (10.8.2).

Started up PhotoShop Elements 10. Splash screen noted that InspirationBrowser was back level and needed to be updated. Followed the instructions, sent it to the Trash, downloaded and ran the InspirationBrowser installer. Installer ran, but indicated that it couldn't install due to misconfiguration.

Went to web page for more detailed installation instructions. Uninstalled and reinstalled Adobe Air. Reran InspirationBrowser installation, which again failed, blaming misconfiguration.

Selected Adobe folder, and got info. Noticed that while system and admin had Read & Write authority, "everyone" had Read only access. Recursively changed everyone's access to Read & Write. InspirationBrower successfully installed. Recursively changed everyone's access back to Read only.

This isn't the first time you've screwed up the permissions. I have a friend who refuses to purchase a more recent version of Photoshop Elements because he could never get your updates to install. I have experienced the same issue, but was able to change permissions and make it work. PLEASE, PLEASE, PLEASE pay more attention to the permissions and how your installer runs when launched by an NON-admin account.
