LIGHTROOM Blurb custom layout - photoshop background color mismatch when exporting book

I am attempting to create a custom layout for a Blurb book by creating pages in Photoshop, importing these files into LR, and pasting them into my Blurb book. I've noticed two issues:
1) if I set the background color in LR for the blurb book to the hex code of "2D2D2D", LR resets this to "2C2C2C", and
2) using the same hex code (2C2C2C) for the background in PS, importing the photoshop created page as either a PSD or TIF file, matches nicely on the LR screen, but when I send the file to Blurb for printing or export it as a PDF, the PS and LR backgrounds no longer match.
Blurb tech support has referred me to Adobe.

Since posting the original issue, I tried changing the image mode from 16 to 8 bit, and to using only web colors - in this case, 333333. Same problem.
I'm thinking however this issue may be the consequence of LR offering only a limited color palate for the background. If this is the case and it were documented, I believe my problem could be solved.
Note - I didn't mention that when importing the PSD or TIF file into LR, there is no processing whatsoever.

- sorry - and one more point: I'm using the same color space in PS and LR - ProPhoto RGB.

I think this confirms my limited palette theory: I solved the problem with black (000000).
