Lightroom: Blur feature in LR4?

Sometimes no matter how well I try to keep my backgrounds from going dark, it happens with flash. When I was using Capture NX and PS2 I used to use U-point to lighten them, and if there was any banding I used a monochrome layer in PS to make a mask to hide all the detail... then I heavily blurred the background using Gaussian Blur. I now use LR4.3, not NX, and if I lighten my shadows or blacks too much I get banding. I could use PS6 to make a mask and blur it out, but is there a way to do it in LR?

The only thing I thing I could think of is dialing up negative Clarity with an adjustment brush.

Further to what Jeffrey said, you can incrementally add negative sharpness brushes to further increase the blurring.
