Photoshop: Blue dots/lines in photoshop

i'm having troubles with my photoshop when selecting a text. there is this grainy cyan lines or dots when i selected it. is it my video card?

Providing some information about the procedures involved, your set-up and which trouble-shooting routines you have performed so far might be helpful.

My guess is that is your video card. Try the trouble shooting section of this document first:

Yes, that looks like a video card driver bug.

Updating the driver may help (get it from the GPU maker's web site and not Microsoft).

To do any further troubleshooting, we'd need to know the OS and version, plus the video card model.
