Photoshop CC 2019: Bevel and emboss problem

Bevel and Emboss adjustment layer feature doesn't work properly with the latest update. I have one layer with 3 non-contiguous art elements (imagine 3 separate dots on one layer). When I apply bevel & emboss, it is only applied to one element, not all three. I use the bevel & emboss adjustment  feature frequently. This is a recent bug that has surfaced.

I solved the problem. It was not a bug--kinda. I had a curves adjustment layer with an emboss effect applied Because the mask I used was not solid white and black it didn't work. What I thought was white in the mask was actually 1% gray (it looked white). When I made it 0% gray that fixed the emboss. It seems like Photoshop should gradually apply emboss effects based on density of the mask, but it doesn't; a layer mask must be absolute black and white for that effect to work.
