special eyedropper tool to help photoshop select color ranges of preference when converting from RGB mode to index color

also i really would like to have an arbitrary number that exceeds 256 colors

lets say i want a 2000 color index color result then also in illustrator live trace needs to be able to make a 2000 color set of vectors ...

these files should be able to be worked with in aftereffects especially changing live trace values over time

The file formats only allow up to 256 indexed colors (very few allow more, and those are not well supported).

What do you mean by "select color ranges of preference"?

there could be a new file format emerge :) superindex color

lets say we have a full colour image and in it there is an orange and yellow bumble bee , a purple flower and some green leafy background

if i want to reduce the image to 25 colours from full colour the converter might just do away with the important colour of the orange and yellow bee!

if i could select the yellow and orange with an eye dropper during the conversion process then select a couple of characteristic purples and then some nice greens from the image ; the software could use those pre-selects as a basis for determining the rest of the 25 colour pallet without arbitrarily ignoring the important colours of the bee and flower .

You do know that you can make a selection to emphasize certain colors, right?

Or use the built-in quantization, then switch to the custom color palette to fine tune the color choices?

Make a selection before selecting mode->indexed color. It does work, and has been there since Photoshop 5.5 or so.

in this before and after you can see the selections, there is a yellow in the bee fur ..

when the conversion is done the yellow is ignored

25 colors local selective was used

That's a tiny selection -- the selection gives it more priority, it doesn't completely override the color choices.

If you want to override the color choices, use the forced color list, or the custom color table option.
