Photoshop: Better control when moving a layer as the last layer in a group.

It's rather difficult to move a layer as the last layer in a group hierarchy on a certain level.
For example, let's say we have these layers:


But let's presume that each group has other subgroups and other layers.
It is rather difficult to move the red group as the last layer in group 3 (assuming that we do not see group 3 in the layers panel and that group 3 is somewhere upward, far away).

My idea is that when moving the layer into a place that might belong to multiple groups, this could appear:


If while dragging the layer, the user hovers the mouse somewhere in the region where it would be moved in a group higher in the hiererchy, but not in the root, then indicate the group where it would be.

This would eliminate a lot of scrolling around while dragging the layer.
The only solution is to find the parent group where you want your layer and release the mouse button while hovering the target parent group.

My solution would eliminate this need to scroll around.
