Best way to preview and select borders/frames?

What is is the best way to preview and select professional looking photo borders/frames? I realize that they can be manually created with Photoshop, but is there an easier way to be able to preview a handful of predefined or custom options like in other the apps such a Picasa or Instagram?

Which product are you using? Which version?

Photoshop CS4 extended, but if there is a different product tool or version of PS that is better suited for adding borders/frames that would be good info to know.

Borders and Frames are more commonly used in consumer products like Elements and Express.

In Photoshop, they're just another vector shape, or image/layer.
You can browse the images in Bridge, and the vector shapes in the custom shape picker or preset manager.
