Jakub, thank you. I reported this to the team that works on Czech and this UI will be validated and corrected if necessary. We'll post an update for you once it is done.

Iouri, can one also use translate.adobe.com to report translations issues?

We will verify if a string in the app now has been corrected per the request. This also looks somewhat similar to a German issue when actions were affected. We will verify that too. Will make another post this week back here.

#1 - we have an engineer assigned to investigate the repercussions of correcting this bug.  We had a similar correciton in another languages just last month that ruined some default actions.  More to come this week.

#2 - to respond to PE:
At this point, community users can vote on translations via translate.adobe.com and add their suggestions. But it is somewhat difficult for PMs (me, for example) to notice such suggestions. The tools team will make a feature to simplify the process.  For now, please post to this forum or our prerelease, or write me directly (iouri, at company name...)

Ah... myself and others have entered quite a few suggestions for Photoshop French, and I invited others to enter their corrections there.
I thought it was the whole point of allowing to enter strings on existing translations!

Yes, for French and Russian last year we ran a pilot to collect strings in PS.  We did it for several other languages and products, too, and analyzed the feedback.  To make the process sustainable, it may need more.

It is our internal bug 3626810.  It was fixed a while back last year but it was not voted to be large enough to make the latest dot releases.  The next full release will have it.

We had it marked as fixed in Feb. 2014. The PS CC2015 is supposed to have the fix in this case. what version are you using?

This fix was not part of the PS CS6 patches, but we corrected it in at least the verison that came out after Feb. 2014. That is, PS CC2014 and PS CC2014 should have this correction in place. You may have to upgrade to PS CC2015 to take advantage of tis fix. :) I will have this verified in the next week or so, but hopefully it is all good in the more recent versions.
