Photoshop: Make layer selection changes part of history

This is a problem but not a bug. I think you should make changing layer selection an action. I will change layer selection and make some changes. I don't l like the changes so I back up through history to before the change and end up on the wrong layer! Is there something I can change or can you fix this so changing the layer selection becomes an action? Then when you back up through history you end with the layer you wish to adjust. (I have CS5)

History should remember layer changes. User should be able to control this..

Please allow me to define whether layers are affected by stepping back in the history palette. Currently, stepping backward affects layer choices I have made and is the source of endless headaches as I make changes on layers that I don't intend to. It should be a simple matter of toggling "history remembers layer changes" on or off. I've looked at the message boards and users have been complaining about this poorly designed features for years.
