Photoshop: How can I create a background says background - is transparent - and is locked?

i think i have a setting messed up.  when i open up ps cc - and choose create new, then choose default photoshop size : 7x5 in @ 300ppi - when i look over to the right my 'background contents' is white.  if i leave it like that - and choose create - i get a thumbnail that says 'background' and it is locked.  if i change over on the right - the white to transparent and choose create - i get a thumbnail that says 'layer' and it is unlocked.  how do i get the default setting back where my background says background - is transparent - and is locked?  thanks!

This is the correct behavior. Background layers cannot be transparent.
