Photoshop CC 2017.0.1: Background layer is unexpectedly converted to floating layer

When a document has abackground layer (which is locked) and the move tool is used then a warningmessage is given. That happens on new (unsaved) files and files saved as PSB,and TIFF. However if the file is saved as a PSD them on using the move tool thebackground is changed to Layer 0 and is unlocked without any warning.

Steps to Reproduce:
1. Create a document (no artboard just plain background layer)
2. Try to move the layer with the move tool - warning is given
3. Save as PSD
4. Now try to move layer with move tool

Actual Result: Background layer converts to layer 0 , is unlocked and moves

Expected Result:: Background layer remains locked and warning message appears

Thanks. Definitely not consistent behavior. I'll run it by the engineers.
