Are you an Elements user? Are you simply trying to copy your catalog, or are you running the Adobe Media Downloader to archive your content stored online at photoshop.com?

I use Elements 11 on my PC ..I'm trying to backup a catalog named "FAMILY1" from my PC to a 128 GB flash drive in order to restore it to my wife's PC that has her own registered copy of Elements 11 on it. The backup only states BU to a HD or DVD/CD, but FLASH DR is not one of the options for a backup...

I'll need someone on the Elements team to chime in to help you. I tagged this as an Elements post to help it gain attention.

The flash drive is considered as an external disk.
From what you are saying, the free disk space seems good enough.
Most of the time, a backup stopping before the end of the process means there is an offending file, most of the time a video file. My tests tend to show that if the percentage completed is important (99% for you) there are chances the offending file is very recent.
First thing to try : find the location of the folder of your catalog (menu help/system info) and do a copy of the folder somewhere as a backup. Then, remove video files from your catalog and see if the backup completes fully. The result of that test will tell if I am on the right track.

Is your issue resolved now? If not, could you please share your catalog file, just 'catalog.pse11db' located in catalog folder ?.
