Automatically new made layer when removing all layers

Currently you must have atleast one layer in Photoshop, therefore you can't remove 'all layers'.
Everytime when I want to remove all layers to start over, or when I just started I have to make a new layer.

It would be so nice if Photoshop would automatically make a new (empty, colored based on your file settings) layer when removing all layers in a file (at once), so that you can always remove layers instead of being obliged to have atleast one.

What do you think?

If you remove all layers anyway, wouldn't it make more sense to just start with a new document?
