Photoshop: How do I enable panning and overscrolling in Photoshop CC?

Hi, when the document window is docked, Windows auto-focus doesn't work and you have to click inside photoshop to give it focus (neat when you have multiple monitors). When the window isn't docked, auto-focus works, but panning doesn't work nicely (you cannot pan past the image border) . If you go fullscreen, pan works nice again, but the taskbar is hidden which i need. So please either fix autofocus when docked, or fix panning in floating windows or add an option into menu to keep taskbar visible when fullscreened for users that like that.
