Photoshop: Auto align layers is not aligning my photos correctly, even just 2 photos

When bringing in 2 photos or more to blend bracketed images of different exposure, when I use 'Auto-align layers', auto mode or any mode, I have tried all, stripped down to minimal changes, but when I scroll in I can see that they are not aligned perfectly. I click off and on the top layer whiled zoomed and I can see the difference between images. If I was just blending the clouds, that's ok. It's been like it for the last few updates. I am using CC.

Could you post the files you're having trouble with so we can examine them and troubleshoot? (Dropbox or CC sync)

are the images actually alignable? Were they bracketed on a tripod or were you hand-held?

This is happening for me to, and has been for a while. Even layers that were shot without moving the camera on a tripod end up more poorly aligned than any slight camera shift from touch-movement, even worse on some tilt shift panoramas... driving me bonkers
