The "Image Asset" Generator has a few bugs with generator half sized images with a "Fill Layer".

Checkout this PSD for example of the problem:

Steps to reproduce:

1. Create 500px x 500px document
2. Create text layer and some text
3. Create fill layer with solid color.
4. Group both layers in the layer panel
5. Rename the group "Layer.png, 50% Half_Layer.png"
6. Enable "Image Asset" generation ( File->Generate->Image Assets)
7. Save PSD

The generate assets will both be 500px x 500px

What I'm expecting:
I'm expecting two images, one 500px x 500px and another 250px x 250x.

I can get this to work be replacing the fill layer with a new layer and using the bucket fill to color it.
