I have a few (35GB) of my shootings in the cloud as smart previews. All stored locally on the phone, but when I want to export one of them in LR mobile it tells me I need to activate mobile data do do that.No I don't need that, that's the whole point of storing it locally to have it available even without any data service.

Hi Donna Wetter, it is complicated with LR mobile. You could store your smart previews locally and then you should be able to export to camera roll in reduced resolution without network connection. As soon as you want to export the full resolution then you need network.

There is no full resolution, it's only smart previews in the cloud shared from LR classic) . And store locally also means getting the whole raw file if it's there.

It's not even asking me for the resolution, I just hit the share button and the first that pops up is the mobile data request.

1) Have you checked "Only download Smart Previews" in Cloud  Storage  Sync ?
2) have you checked "Story Locally“ in your Album?

Yes I'm not an idiot.

Btw if the locally stored source is a original raw I can save it offline.

Only if it's a shared smart preview from LR classic it wants to connect to the cloud that just holds the same smart preview that's all ready stored locally. I can view and edit it just fine without mobile data.

Ok it checked again, export works (if the resolution I choose is low enough), but save to device doesn't.

The thing is, LR mobile is referencing the original CR2 file that isn't in the cloud anyway, so even with wifi active its not getting it, but still just using the smart preview as source. So there is no reason for the message that it's not working with mobile data since all it needs is already stored on the phone.
