Photoshop: Artboard names not appearing

In the screenshot below you'll see that the top artboards are not showing the names.   
At other times, all the names will not show up.   If I toggle View>Show>Artboard names on and off, if doesn't solve it. 

 Using a MacbookPro, latest OS Mojave, Photoshop 21.2.0.    This problem didn't happen until I updated with this latest version of Photoshop.

It looks like I can solve it by creating a "blank" artboard above these.    Apparently the top-most artboards won't show.   I don't mean "top-most" as in layers.   "Top" as in x/y position on the screen.

I'm on a MBP, OS Catalina, with the same version of Photoshop. Since updating, this is happening to me (amongst other things). Tried toggling View>Show>Artboard Names too. Also tried toggling View>Show All to no avail. When I have a document with 12 artboards on it, it can be a real challenge not being able to see what they're called.

If you go under Performance > Preferences... is "Use Graphics Processor" checked and your graphics card model listed above?

Also, when I switch to another app, all the artboards disappear until I do something active in Photoshop.  Basically, I don't know where I'm clicking when I return to Photoshop as it's just one big blank gray background.   Once I click or pan or zoom, then the artboards reappear.   This wasn't a problem in the previous version of Photoshop.

This happens sporadically to me and I can't figure out what makes it happen. The only solution I've found is Preferences > General > Reset preferences on quit, but this is a pain as it takes getting back to the way you had all of your settings every time you do it.
