Photoshop: Arbitrary image rotation option not offered

I'm new to PS and am trying to rotate a .bmp image using the 'Arbitrary' setting, but the setting is greyed out. Why, and how do I turn it on? Thanx.

Covert the color mode to Greyscale or RGB Color. (Image > Mode > RGB Color)

Hi Gordon,

Are you sure that you have a .BMP file there?  I just tried it on both Mac and Win and I can use Image > Rotate Canvas > Arbitrary without any problems.

Could you post a screen-shot which includes the file header?
