Lightroom Classic/Mobile: Appreciate if someone can help. Smart Previews not showing up

Appreciate if someone can help. On my IPAD Despite having marked the option to import only smart previews, when ever I do import the full photo. I verify this by checking the information button on individual photos . Interesting those photos will sync to my other devices as smart previews. Likewise if I import say on my desktop cc it still syncs with my IPAD and still show the full photo and not the smart preview. What am I doing wrong here?

An Import to the iPad (or any mobile version of Lightroom) will always import the "full photo". The "full photo" is stored in your Cloud storage. All devices will show a Preview of the files.
The one exception is for Lightroom-Classic: If you Import to Lightroom-Classic Catalog and 'sync' a Collection, then these photo previews appear in Mobile Lightroom created from Smart Previews, and the 'full photo' remains on your hard-drive.

Thanks Robert.  a couple questions 1) Does this mean that the upload to IPAD will be treated as a regular sized photo in terms of taking full sized photo amount of space in the adobe cloud?.  2) Also while I see the smart preview on my desktop cc and phone from Ipad loaded photos it shows as the regular sized photo on the Ipad--again even though I have selected the import as smart preview option.   3) If it is stored as the full photo on the cloud, does that mean I can down load the full photo, say on the desktop cc?  Thanks again  I have spent many years using Light room (classic) but this is a bit confusing.

Yes. It IS a full sized photo- stored in the Cloud.

There is no option to "import as smart preview"! Lightroom-mobile does not use Smart Previews for photos imported on a Mobile device.
The only occurrence when you will be looking at a Smart Preview is when the photo has been synced from a Lr-Classic Collection. If you try to Export one of these photos from Lr-Mobile you get the warning of the limited 2560px size.

You can 'edit' the photo in Lightroom-Desktop and Export a Full-size derivative (NOT download).
AND if you turn on 'Sync' in Lr-CLASSIC it WILL automatically sync a full-size copy down to the hard-drive. (There does exist a 'Download' App for emergency purposes, or a subscription ceases).

Get 'Smart Previews' out of your mind for the Lightroom Cloud ecosystem. You basically have no control over the display of 'Cloud' images.
