Photoshop: Apply smart filter to the portion of a smart object

I need to apply the filter effect to the portion of the smart object layer but whatever I do the effect is applied to the whole layer and then just cut everything that is outside the mask.

I tried adding a mask to the layer or editing smart filter mask and it does not do this

What I want is to restrict the effect to some area. Is there a way to do this?

Here, a filter mask simply works (so the filter only affects the white part). Not sure I understand you correctly... The drawback is that (AFAIK) other filters can only use that same mask.

I mean lets say there is some scribble on a smart object layer and if one applies a circle selection to it and then chooses twirl filter it will twirl the whole scribble layer and then cut anything that is not in selection circle.

What I want is to twirl ONLY the selected area of a scribble. Sorry I wasn't clear...

Filter mask didn't work.

I think it depends on how you look at it and/or what you *really* need...
The original inside the Smart Object is (I guess) never touched, but recalculated (or maybe it gets the effects from hidden layers PS puts inside and on top of it).
Anyway, if you really need what you say (better than the mask), I think you have to go inside the Smart Object to change it (or add a layer on top there).
I do remember a feature where (I think) you could control Layer Comps in a Smart Object from the outside -- but that's probably unrelated and I can't remember how to... It may be useful or not if you decide to add that twirl inside.
