I have downloaded the ap for phtoshop cc to my apple air. The icon is in the task bar. Iclck on it and a window opens with ps cc at the top of the list of apps, ticked to show it has installed. I click on it and nothing happens.

It sounds like you're talking about the Creative Cloud app.
Ok, so you downloaded Photoshop.
Go to the Applications folder and launch it, just like any other app.

I am not sure what you mean by 'launch' I thought only boats and rockets were launched ( How I hate these terms invented by techies, to obfuscate, like modern day alchemists!) Oh well, to press on.... -------if you mean by launch, tap on the app icon, or click on the app icon: as I said in my initial Question I have tried that. Whether I open the long Creative Cloud window from the task bar, (with the CC PS icon at the top, ticked to show it is down loaded, followed by a long line of other things I haven't downloaded,) or whether I open it from the finder, which opens the same window, the same happens, ie nothing. I have searched the other things top left of my screen (File etc.) to see if there is any other way of opening it but there isn't as far as I can see. This is what happened yesterday. Now I have tried again and the Creative Cloud window opens but no icons there, only a little blue wheel going endlessly around!

Launch the app - just like any other application.

Ok, you are launching the Creative Cloud application - which only downloads, installs and updates Photoshop. To launch Photoshop, you have to go click on the Photoshop application, or a shortcut to that Application. Go to your applications folder, open the Photoshop folder, and launch the Photoshop application.
