Another TAGS issue. PE11 reinstall, am I screwed?

Yes, I know PE11 old, but I'm frugal and it works (or worked).  Had to do a clean install of Windows 10 on my SSD where PE11 was installed.  I have approx 30K photos saved on a separate drive, so no changes were made to the catalog.  Anyways, reinstalled PE11 and imported photos from folder (which took 3 attempts to get all the photos imported for some weird reason).  Additionally, on first import, no tags were recognized or imported, but on subsequent imports, tags were recognized.  However - and this is the bad part - on about 1/2 the entire catalog, tags were not attached to the pictures.  Additionally, a large percentage were "jumbled up", identifying people, places, events, etc as Imported Keyword tags, but placed in no specific order or hierarchy.  Places tags are a complete mess, they are no longer in a "tree" (e.g United States - California - San Francisco).  So, am I screwed, or should I remove these photos from the catalog and start over using a different process?  It would suck to hear my many years of diligently tagging everything was for naught. Thanks in advance for any assistance you could offer.

It's a pity you did not ask before.
Let's see your starting situation.
What is known: you have pse11 on the new SSD - your image folders are still on an external drive (excellent).
What is not known: where is your old catalog?
That's the only important question. You usually find its location from the menu Help >> System Information. Now, it's too late to search, so get hold of the old drive replaced by the SSD. To read it, either install it in as a secondary internal drive or use an external USB enclosure. Search for a folder containing a file named  'catalog.pse11db'. It is in the catalog folder.
If you are able to find that catalog, it will recognize the files on the external drive and keep all your organization.
You must NOT IMPORT anything. You must only recover your catalog. Its contents are still keeping the right links to your external drive and all your tags, albums etc.
You can move or copy the whole catalog folder where you want: on the SSD, the external drive.
Simply open the catalog from the catalog manager or double click on the catalog.pse11db file to open the organizer with the catalog.
