Animated GIF export not playing at regular speed when using File > Import > Video Frames to Layers

I'm trying to create an animated GIF from a .mov file that I imported using File > Import > Video Frames to Layers.

I'm using frame animations on Photoshop CC 2014's animation timeline, with a "No delay" setting.

When I preview it, or export a final render of a GIF, it plays at closer to 0.5 seconds per frame. I even tried dropping frames from the end of the sequence to see if it would help, but the issue persisted.

Any ideas what might be going on?

(The reason why I'm not using the video timeline is to get around the 500 frame limit.)
