Elements: Allow the user to go directly from one guided action to another

Allow user to go directly from one guided action to another.  I se many of them and find that I have to keep switching from one guided action to quick and then back into guided.  To complete the edit, I have to do this 5 to 6 times per photo which is a waste of time.

Did you try to switch from a guided edit to 'expert' instead of 'quick'?
After all, those 'guided' edits are mainly kinds of tutorials to show you what you can do in 'expert' mode without switching;  a source of inspiration and what is more important displaying the layers panel showing you how the guided effect works.
I would never have imagined that you need 5 or 6 effects added to a single photo...

I am working on cleaning up and reconstructing old photos. They are full of scratches, color problems, missing corners, crooked, etc.  Color correction will frequently take several attempts at getting good using a combination of cast removal, lighting/darkening, etc.  Then they is the scratches dot removal removal and then the reconstruction of missing spots or the correction/reconstruction of small area that are very badly faded.  Color correction and filters seem to be needed in stages.  So yes, I will frequently go back and force 5 or 6 times.  I don't find that the "expert" will give me all the options I need, or else maybe I just haven't figured out how to use them.  I will occasionally import the photo into other photo editing tools because they seem to do a better job/more flexibility of color editing.  If I could find another software package that gave me the options of Photoshop elements in reconstructing missing areas of photos and easy spot removal, I would drop them quickly

You need to teach yourself the expert mode tools.  In expert mode, all the tools are loaded for you.   That's the mode that experts use.  It sounds like you are doing expert mode work.  I had never used guided or quick for anything.  I just plunged into the tools to learn them.  It does take a long learning curve but it pays off with the usual "wow, why didn't I know this before!"   I promise, you will be saying that throughout your learning.   You came here for advice.  We are experts.  Now it's your turn to join our club.  Get at it!   We can't wait for you to learn everything.  Don't be just an expert, be the best expert.    (Sidebar: There are quick courses to learn software engineering, but I took the high road at a University for 4 years.  It took reading for 8 hours each day between classes.  I jumped into it and didn't look back).   Don't hold back with a different way of doing things, get into it.   You will really be amazed of how easy this program can be with photos.
