Photoshop seems to be struggling with everything. the longer i leave it open (often within 15 minutes) it becomes extremely laggy with all tools (often taking 30 seconds for the selection tool to even register) upon restart, it seems to work for short time periods, but i cant be bothered to open and close the program every 10 minutes. any suggestions?

Photoshop CC on Windows 8, and I have no third party software installed. Video Card bugs cant be ruled out though.
Try turning off GPU drawing, then restarting Photoshop and see if the lag goes away. If so, it's definitely the drivers.
And you should update the drivers from the GPU maker's website (not Microsoft, and not the system builder).
