All keywords in new catalog-is it possible?

Is it possible to create a new catalog with all the "keywords" that are in your "master" catalog, just as all the "presets"  do?

This may get you what you're looking for -

In your "Master" catalog, go to the Menu bar and choose Metadata --> Export Keywords.  That'll let you save your keywords as a file.

Now open or create your new catalog, go to the Menu bar and choose Metadata --> Import Keywords.  Choose the file you just created and you should have all your keywords available.

While Tom's solution will work fine in many cases, exporting and importing keywords will not preserve all of the keyword attributes.  In particular, it won't preserve the Export Containing Keywords, Export Synonyms, and Person attributes.  

If that matters to you, another solution is to copy the .lrcat file into a new catalog folder.  Open that new catalog and delete all the photos from it (be sure to select Remove, not Delete From Disk!).

When I do a new shoot on the road I create a new catalog in my laptop for later transfer to my desktop and if I keyword it, then later when I get home import into my "master" catalog.  I then have to manipulate the keywords from the new catalog to match the Master Catalog's existing structure-a duplicated effort.  

For instance, I have a keyword of "hawk" in keywords in my Master catalog which is listed inside a listing for "ANIMALS".  So if I take a picture of a hawk on the road, unless I know the exact structure of my Master Catalog keywording hierarchy I end up with 2 different listings.  

It would be so much easier to be able to have all the keywords in a new catalog.

LR comes with 3 keyword sets (wedding, outdoor, portrait) as lrtemplates.  I wonder if it would be possible to create a template from within the master catalog transfer to the new catalog-but then I would have to know how to do that.

Either approach, exporting/importing the keywords or making a copy of your catalog and removing the photos, should accomplish what you want.
