Did you do a full version upgrade (e.g. from Win 7/8 to Windows 10)?

Sounds like one of two things:

Error in MSVCR110.dll opening apps in Windows 10: https://helpx.adobe.com/creative-clou...

Or a permissions issue. Try creating a new Admin user account and run Photoshop from the new user account to see if the problem goes away: http://blogs.adobe.com/crawlspace/201...

I use windows 10 from august.

I removed PhotoShop and downloaded a full version.

Now it is working again.
