When I open up Adobe Element Primier 10 and click on Tips and Tricks I get the message " The Elements Inspiration Browser is not installed. Do you want to install Adobe Photoshop.com Inspiration Browser now?" When I click Yes it takes me to a web page that says, " Click the Install Now button below to re-install
the Adobe Photoshop.com Inspiration Browser". This then asks me if I want to install. When I do it comes to a page with a warning "The Elements Inspiration Browser works best when launched directly from Adobe Photoshop Elements or Premiere Elements. Please open any of these software and launch Elements Inspiration Browser from there."

I feel like I keep going around in circles with this thing. HELP!!

Your browser shouldn't have anything to do with this, you web browser is not used by the Inspiration Browser. In fact, the whole point of AIR is to get away from web browsers. But other than that, I think you are on the right track Richard. In fact, you're only missing one step that I'd suggest. The whole process is listed here:

(Don't worry about how this document mentions PSE/PRE7, it's all the same).
