Creative Cloud Desktop: Error A12E1 - must reinstall Application Manager every time there is an update

When prompted to update the Adobe CC Desktop, I get halfway through the initialize process and the installer fails.

A dialog pops up that references Error code: A12E1

There is a knowledge base article that describes a workaround here:

Which is a real beast of a workaround, especially to be doing this every time I need to update CC.

I was able to get away with just renaming the OOBE folder to _old, and downloading and installing the Adobe Application Manager again.

Any info on a permanent fix would be appreciated.
