Photoshop: Move tool moving non-selected layers (Auto-Select turned on)

When I go to move a selected layer in Photoshop it will sometimes select a different layer based upon where I click in the photo. This can become problemmatic when I am working with smaller layer details and trying to move layers around. I am wondering if there is a way to fix this in settings or if this is just how this works. 

In CS6 the move tool would only shift the layers that were selected; however, that does not seem to be the case with Creative Cloud.

Sounds like Auto-Select is on. It's on by default starting with the CC versions. Here's a tutorial all about auto select. In there you'll find the "How to turn off Auto-Select in Photoshop". And the you can use the shortcut to temporarily enable it again like so:

Then, any time you want to temporarily turn Auto-Select back on, press and hold the Ctrl (Win) / Command (Mac) key on your keyboard. Click on the contents of the layer you want to auto-select, and then release the Ctrl / Command key to turn Auto-Select back off.
