Photoshop: Ability to open image with Fit To Screen rather than at 33.33%

i have only one pet hate about photoshop, it does this in each version i have ever used and it has always baffled me as i see no practical advantage to its default 33.33% image settings. surely the image is better view at a 'fit to screen' setting? this is one of those default settings that should have a user defined option as a preference. the first thing i do in photoshop is 'ctrl+0, to get it to fit to the screen, please give me the option to fit to screen as a default! one high res monitors it just looks tiny at 33.33%

You can override PS settings.

1) You can record action which runs any menu item. For example "fit to screen" or 100% size.
(you need to click hambuerger menu > select insert menu item > and then click on item in menu)
2) Then you set in script event manager that on open document event will be run your action fit to screen.
(first create action and assign event, then add action to the list with "add" button and finally click on done button)

i have followed your instructions, the command works if i use ctrl+0 or file open from within photoshop. however, it doesn't work if i click on the recently used image thumbnails now present in cc 2017 for some reason. in lightroom, a strange thing happens if i import an image into photoshop. if i click 'edit original' then it will open as 'fit to screen'. however, if i click 'edit with lightroom adjustments' it doesn't.
any thoughts?

1) Seems to that Adobe programmers forgoten assign event to "open recent file" And because Script Event Manager can't see event, it can't run action
2) Same for "open with adjustments" from Lightroom

figures, hopefully that would be something they could address in a future update, however, thanks for your advice, it has fixed what i always found a baffling and frustrating feature in photoshop
