Photoshop: Filter > Render (Clouds,Difference Clouds,Fibers...,Lens Flare...,Lighting Effects...)Grayed Out

I would like to access the grayed out options in the picture but can't seem to figure out why I cannot please help.

Filter > Render > (Clouds,Difference Clouds,Fibers...,Lens Flare...,Lighting Effects...)



These are the files settings as well.

For these types of filters, the graphics processor (GPU) must be compatible and enabled. And the image in RGB 8 bits.

It looks like none of the filters are installed. Please reinstall the product directly from Adobe.com.

Looking at your screen capture, the layer you are on is locked so those filters will be greyed out.  If you unlock the layer, they should be accessible.
