Adobe Photoshop CC 2018: Freeze While Attempting to Create New 3D Mesh from Layer

Very easily reproducible freeze while attempting to create a 3D mesh from a selected layer.  Complete blocker to workflow.

Reproduction steps (this happens in much larger .psd files as well, of course):
1) Create new 7x5 inch 300 dpi 16bit color psd
2) Unlock black background layer
3) Create new white fill layer
4) Keep the fill layer selected
5) Filter -> New Mesh from Layer -> Mesh Preset -> Sphere
6) Sometime freezes here...
7) Dialog to switch to 3D environment
8) Select yes or no
9) Freezes here at least 9 in 10 tries...

Before freezing, the radial loading icon for the mouse spins a couple times before slowing to a stop
Once frozen, cannot close window--no force quit dialog appears after attempting to close the window from the windows task bar--can only end task from control panel

Examining the system usage from the control panel, Photoshop just stops consuming CPU usage during the freeze, while continuing to hold onto memory footprint.
