Photoshop : Anyone know why my specified generator sizes in my layers, are NOT the size that Photoshop renders?

For example, my layer name is 600 x 900 image.jpg, (I've tried 600? x , 600px x 800px, etc.) and the output of that image is 450px x 674px - not even remotely close to what I set it to.

What gives?

Layer Name: 900px x? test.jpg  | Produces a 675px x 1011px image file?

Layer Name: 420px x 600px test.jpg | Produces a 315px x 449px image file?

I'm not sure what's happening here. I just want to specify a specific width, with an "auto" proportional height.

I've even copy/pasted from the syntax example, and the rendered out size is not accurate.
