Elements 2018: High contrast accessibility settings do not display correctly in menus

When you set accessibility options in Windows, such as High Contrast, the Photoshop Elements 2018 ignores the settings, especially when displaying menu options. Many of the menu options will not display at all or will be extremely difficult to see if the High Contrast settings are used. There clearly is a bug in the program. The full version of Photoshop CC 2017 works fine.

I tried Photoshop Elements 2018 Editor with High Contrast ON. It did not change anything in the tool bar or panels. It did change the color of the Menu items. I tried Elements Organizer 2018 and nothing was affected by the setting. So I have confirmed that this is reproducible and likely a design choice.

You should consider providing feedback there. There is a possibility that feedback might reach the part of the organization that deals with Accessibility compliance.
