Camera Raw: Flickers (blinking screen)

Hi guys,
I m a user of ASUS zenbook 480FL 14" laptop with 2 graphic cars (intel 620 and gforce mx250)
i have photoshop CC2017 and lightroom 2015 and also adobe camera raw 12. When i open camera raw i have a massive screen blinking only when my laptop is connected to a power adaptor, when i plug off the adaptor everything is fine. Photoshop and lightroom work without problem. I searched everywhere on net and cant find a solution so mabye some of you face this kind of problem.
p.s. I tried with other power adapter and same, did all the win10 instructions about flickering and same, reinstall all drivers and all combinations of driver sources and same, i did all the performance settings for graphic card in Ps and camera raw and all the same.

Thanks, Jeffrey for the effort of helping me but i did the both procedures written in 7 and 8 segment 
from the link that you send me and the conclusion is this:
- Even when i put gforce as a main GPU in hight performance mode i got same situation
- When i disable the Intel UHD GPU from device menager and left only gforce i got less blinking 
in camera raw, but if i open the win task panel in photoshop to see the performave of graphic card and put the panel above photoshop (not camera raw) than when i move with mouse i got even blinking in photoshop, without that panel everything is fine. This even happens without adapter plugged in that make the situation more weird.
Just to mention that Ps 2017 supports both of GPU (intel and gforce mx250)
