Why are there different features in Lightroom CC 2015 and LR 6.1? We are CC members, but have a supplemental license to LR 6 for photographers to intake images. We have always been compatible; now we are not. This breaks the implicit promise to us that the standalone software license we purchased just 3 months ago would be compatible.

For those that were paying attention when the products were released, the message was pretty clear that you needed to be on CC in order to be kept up to date with new features and that 6 users would only get bug fixes.
For those that weren't paying attention, I'm afraid the frustration has begun...

Brandon,
There is no incompatibility between Lightroom 6.1 and CC2015.1. Any file modified using the new tools in ACR 9.1 or CC2015.1 is complete readable and renderable in Lightroom 6.1,
If someone creates a file using Dehaze or the Blacks and Whites in the local adjustment tools and then sends that catalog/file (with sidecar or DNG) to a person with only LR 6.1 standalone, it will still interpret and render the effects. The 6.1 user will not have access to sliders to perform further adjustments to these images.
If you are a CC subscriber as you say in you second sentence, it should be a simple matter for you to use the CC version of Lightroom instead of the 6.x version. Or, did I misunderstand what you are saying?

Check out the last paragraph of the above link - date 4/21/2015 regarding the feature branch in LR.

You are correct. I use CC, but work with people who use 6.1, so compatibility is critical. Knowing that the files will render correctly in 6.1 is important to us. Please consider workflows like ours because the differences between minor versions can't be so great that workflows such as ours would be impossible. Otherwise I would want to be able to use the same 6.1 software as part of my CC subscription in order to be compatible.

BTW, big kudos on all the performance improvements in both 6.1 and CC. They are a lifesaver. It is lightyears ahead of the last release, especially for large catalogs.

I was only trying to point out that those who have been following Adobe's push to the subscription model are probably aware of the fork in the road between 6 and CC, but that the more casual user may not have known and would assume that the old model would apply.
That being the case, Adobe's going to have lots of 6 users venting their frustration because they didn't understand the implications of going with 6 vs. CC.
