Photoshop: Adobe apps tutorial boxes are not working and main window is doubling itself

I have been experiencing some type of glitch where when i open any adobe app my app has an additional cut out where when my cursor goes over it, it seems to be pulling out a smaller screen of what I'm already seeing. Also when I try to use the learn function while editing a photo or video the blue box with the directions are cut off and i can only the very middle of the box. I've tried to change the ui scaling and that has done nothing.

Hi Chance, if you're on Windows 10, the scaling is set in the OS.

In Windows, select Start > Settings > System > Display. Now, under Scale And Layout, choose a scaling factor for each of your displays.

Note: On Windows 10 Creators Update and later versions, the UI Scaling setting in Photoshop (Preferences > Interface > UI Scaling) still applies to some components, such as the File Info and Camera Raw dialogs. On earlier versions of Windows, this preference applies to all Photoshop components. When the UI Scaling option is set to Auto, scaling defaults to the value closest to the primary monitor's OS scaling factor—100 or 200.
