As described by MANY in https://community.adobe.com/t5/photoshop/agcinvokerutility-exe/m-p/10953411?page=1#M310553

the Adobe Adobe GC Invoker Utility is spawned in up to (but not limited to) 100 instances and, needless to say, effectively kills my pc for several minutes. It can't take any mouse clicks or other commands.

And YES, we all know that the process looks for hacked Adobe products, but all of us in the thread mentioned above have only legitimate products installed.

I recently spent more than two hours with a very service minded and competent Adobe Service Representative, where we made sure every possible folder had the right permissions, we uninstalled, cleaned, reinstalled, but to no avail. I urged him to file a BUG report, but he seemed hesitant. Maybe he was not allowed...?

By any standards, this is a BUG and serious DESIGN FLAW, when a process is allowed to run in unlimited number of instances!
