Photoshop: Additional sample options for color sampler (All Layers, Current & Below, etc)

Why doesn't the color sampler have the same additional sample options as the eye dropper tool? It seems to be "current layer and below". I would like to be able to have the same options that the eye dropper has.

Because the Color Sampler tool is a global tool for measuring the composite image that is non-contenxtual (irrespective of what layer is selected).

But it doesn't measure the composite image.

Try this:

1. Create a new document with 50% gray.
2. Create a new layer and fill a part of it with the same 50% gray
3. Place color samplers for the background and the smaller colour patch.
4. Create an curves adjustment layer between the two previous layers and make an adjustment.

This causes both color sampler values to change although the smaller colour patch is unchanged. It would be more useful if the values for the small patch would be calculated for all layers.
