There is no 9.0>photocreations>photoefects. Am I totally missing something??Thanks for any help

The correct location to copy your actions sets is to:
//Library/Application Support /Adobe/Photoshop Elements/9.0/Locale/en_US/Workflow Panels/actions

Actions cannot be created in Photoshop Elements, but they can be created in Photoshop and exported for use in Photoshop Elements (as long as the features used in the action are supported by Photoshop Elements).

For information on adding Actions to Photoshop Elements, please review the Help article:

The Automated Action Player Guided Edit

EDIT:
For adding actions to the Mac App Store version of Photoshop Elements Editor view this Help article:

I can't find the Library folder, and when I go through the Photoshop Elements/9.0/Locale/en_US/ there is no "Workflow Panels/actions." How can I find what I need so I can use these actions?

MAC USERS:

Click on the hard drive icon within Finder and then go to System Library.
Follow this path:

Application Support
Adobe
Photoshop Elements
6.0
Photo Creations
Photo Effects
(Drop or Copy all the .png and .atn files here in the Photo Effects folder)

Next, go to System Library->Application Support->Adobe->Photoshop Elements->7.0->Locale->en_us
Find the "MediaDatabase.db3 file and rename it to ìMediaDatabase_OLD.db3î.

Close the finder and restart PSE. Go to Effects -> Photo Effects -> Display all.

:this is the instruction im given but cant find the media data base they're talking about...

i am using pse9...will this make a difference?

Apple hides the path to where Actions needs to be installed in Mac OS X 10.7.x (Lion). Here's directions on how to access the hidden directories:

We've updated the Help documentation for how to add actions to the MAS version of PSE.

To open an .APP file, Command/right-click and choose "Show Package Contents".

Is that just for the actions player?

How do you add actions to the effects panel in the MAS versions of pse 9 and pse 10?

Yes, this is just for the Action Player in the Guided edit. There isn't a process to add actions to the Effects panel, not even in the standard version of Elements.
